Floodgate (Computer Shogi)
Connect your shogi engine to a round-the-clock rating server and play other programs
Floodgate is a continuous match server for computer shogi programs, hosted at the University of Tokyo. You connect your engine over the CSA protocol, and the server pairs every logged-in program for a game at the top and bottom of each hour with a fixed time control. Ratings appear after about fifteen games, and game records are archived by year.

About Floodgate (Computer Shogi)
It is the shogi counterpart of CGOS for Go: a place to test an engine's strength against many other programs without entering a formal tournament. It suits developers building or tuning a shogi engine, from scratch or on an existing framework.
No registration is needed: you log in with any name plus a password string that includes the game name. The page is in Japanese only, though the connection settings are short. The server is free and has run since 2008.
